Video of firefighters carrying an elderly resident through waist-deep floodwater spread rapidly on social platforms overnight, passing eight million views by this morning.
Local fire and rescue services said that between 4pm and 10pm yesterday they took 214 flood-related calls, deployed firefighters more than 600 times and moved over 1,100 people, with no reports of injuries.
Those moved were mainly ground-floor residents of low-lying estates. One firefighter involved in the operation said the hardest part was not the depth of the water but the manhole covers and steps hidden beneath it.
Every step, you test the ground with your foot first. You only move when you feel something solid.— A firefighter at the scene

- Calls: 214 flood-related in six hours
- Deployment: more than 600 firefighters, 32 boats
- Moved to safety: more than 1,100 people
- Warning status: orange rainstorm warning still in force
Forecasters have kept the orange rainstorm warning in place and are advising people to stay away from underground car parks and road underpasses. Officials expect the current rainfall to continue for another 24 to 36 hours.

I agree with about half of it. The rest depends on how it is actually implemented.
The last section is right. The problem was never the surface layer.
Saved to read properly later. Thanks for putting it together.
The takeaway for me is that it all comes down to execution.

That detail in the middle — I assumed it was only like that where I live.
